Cecil Raborn Owens (Raborn), 86, passed away on Saturday, November 16, 2019, after a lifelong battle with Coronary Artery Disease. He was born December 25, 1932, in Scottsville, Arkansas, and will be forever missed and loved! Raborn was a Korean War Veteran serving in the 1st Battalion, 503rd Infantry Regiment, 82nd Airborne Division. He was the recipient of the Purple Heart and Bronze Star Medal with V for Valor and loved to serve his country. He was also an active member of his community, the Bible Baptist Church of Perry, and a 32nd Degree Mason. After 27 years of service as a Civil Maintenance Superintendent, he retired from the State of California Department of Water Resources and dedicated himself to community service. He was a loving and thoughtful parent and husband, an avid Razorback fan, a scholar of the Holy Bible and a protector of the underprivileged. Raborn is survived by his wife Cheryl Owens of 6 years; daughter Sonya Neve of Washington; son Roger and Carrie Owens of Oregon; daughter Samantha and Doug Stadtlander of Utah; daughter Seena and Todd Hyde of Nevada; stepchildren Richard and Ashley Price of Conway; Dustin Price of Petit Jean Mt.; Scott Price of Petit Jean Mt.; 12 grandchildren, 4 great grand children; and 1 surviving sister, Pauline and Kenneth Storm of Idaho. Memorial services will be 10:00 a.m. Saturday, December 7, 2019, at the Harris Chapel with Bro. David Winston officiating. Burial with military honors will follow at 1:30 p.m at McGhee Cemetery. Arrangements are by Harris Funeral Home of Morrilton. Memorial contributions may be made to the Shriners at the family’s request.
